Slight content and rules update!

As far as rule tweaks: Punishments for failing rolls while trying to cast have changed. Witches may now choose to lose points of Rhythm for failing rolls for as long as they have points remaining - only being forced to take a Blowback when their rhythm is depleted, and only failing if they fumble a roll after the Blowback is set.

Also, since having no Rhythm dramatically increases the likelihood of a Blowback, it no longer prevents you from attempting to cast before recharging.

As for larger content: Leveling system! Failing a spell completely lets you mark a "Flop", and accumulating Flops a level system. Raise your B.W.P. and add Learned Spells.
